Shelley Moore Capito, R-W.Va., joined officials in Berkeley Springs Friday morning for a ribbon cutting commemorating the completion of phase one of the Streetscape Project on Wilkes Street. Capito earmarked $200,000 of federal appropriations four years ago for the projec.
